Given I could NEVER get my turbo Corvairs to run cool enough, even with no lower shrouds, etc., well, there needs to be something better...

yes, but why change? The std fan provides more than sufficient air to
cool the engine in normal everyday driving for most of us. If you want
to run a cooler engine, take the bellows and doors off the bottom
shrouds, or better yet, remove the lower shrouds, for summer driving.
