Yes.  I always put in as much as I can and still be able to stand the converter up without spilling a bunch of fluid.  I use Dexron VI since it is vastly superior to the older fluids.  Of course I change my transmission fluid when I change my oil too.

I`m joining the transaxle to the flex plate / bell housing now and was wondering if I should put any trans fluid in the converter. Its a fresh rebuilt from Clarks torque converter and I would guess its mostly dry? Thanks for input.
