<VV> Powerglide Rebuild - Should This Be Happening

Well, all was going well until I got to the point of installing the rear
pump. I have torqued the five bolts that retain the pump and now the pump
gears will not turn. I loosened the bolts a quarter turn and the gears are
free again. I did remember to install the rear wear plate and made sure it
was oriented properly.Am I forgetting a shim(s)?
