So a 4-40 x 1/4" machine screw used with a nut is a BOLT????
A flat head head is held on with SCREWS?
Hey, what is the torque for a head SCREW?
Get a grip. What does the application have to do with the terminology of
the fastener?
Get a copy of Machinery's Handbook, or use the variable terminology of
McMaster Carr, MSC, etc. Even they can't agree on terms, but they are
closer than using the application!

I have always called them screws if they go in a blind hole with no nut.
If they go thru and have a nut on the other end they are bolts.
