<VV> question about this part (photo)

Over the past few days I've worked on organizing the various cardboard
boxes of random Corvair parts I've aquired with various car purchases.
Today while sorting I saw this and it got me thinking.

Is this a washer that is supposed to be between the pulley and the main
seal behind it? This one came from a box of random parts, not one of my
cars, but I recently took the pulley off my 62' 84hp engine to try to fix a
major oil leak in that area and I don't think there was a washer behind it.
I didn't take note of this at the time, but seeing this part got me
wondering. If that washer is missing (assuming there should be one) could
it cause a major oil leak despite a brand new main seal?

The engine has a very severe oil leak somewhere in that area. I put in a
new main seal and it did not have any effect on the problem. The filter is
not leaking, the gasket under the gen/filler/fuel-pump/idler adapter is
only a couple months old...

I have not yet checked the o-ring on the fuel pump or the seal on the
distributor shaft but it looks like the leak is coming from lower than
that. The leak is bad enough to keep us from driving the car until I
figure it out. At parking lot spead it leaves a drop on the ground about
every 5-10 feet.

Thanks!
