Matt gave a more complete answer. Wear on the cam lobes can also effect 
dwell. I remember that before I started using electronic ignitions and 
ran points I frequently noticed that dwell would almost NEVER be within 
factory specs, even on a good running engine.

I always set points by gap and never pay any attention to dwell unless 
there are operational issues with the engine that would hint at that.
