<VV> California offering NEW RETRO yellow / black and Blue plates!!

Now, I'm thinking the other way around.  Could a CA resident bring in a car 
from elsewhere (the rust belt, perhaps) and find a way to put a black plate 
on it?  Again, is there a way to distinguish an original black plate from a 
retro one?
