Yep - I agree w/ Tim Shortle.  That is a '66 AIR engine for California.
Details on the setup are covered in the '66 shop manual supplement I
believe.  I don't know if it was the same for '67, but those were gone with
an AIR re-design for '68 and '69 I believe.
