Black boxes will be relatively short-lived and replaced by continuous
tracking. The initial driving force for continuous tracking will be to
collect road taxes.  Today, the road tax is collected at the pump, but as
hybrids and electrics become more common -- and gas mileage increases --
that method of collection will become insuffcient.  Older cars without the
tracking device (e.g. Corvairs) will be required to install one.  I doubt
this method of taxation will replace the tax on gasoline, but will be a new
and additional way to fund the transportation infrastructure.

Other uses for the data are legion.  (This is not a political statement,
but simply a forecast of how technology will be utilized for "the greater
good".
