First make sure the right carb throttle plate is actually open at idle.
You can back off on the idle speed screw and get the symptoms you
describe. Do the throttle adjustments shown in the shop manual. It's a
great place to start, especially since many unknown people have been in
there over 40 years..
Also the idle mixture adjustments. If the idle mixture is too lean and
the idle speed too low, then it will be like the right carb is not
working at idle.
Valves is not where I look first. However if the tube seals are new....
If the car has sat a lot, it is a candidate for "hot" adjusting to see
if lifters are sticking.
