Sometime  a brake pedal will feel soft when all shoes are brand new ,  
because of the shoe material softness. The pedal usually gets better after  
driving it a few miles "braking in the shoes". Same with clutches , they change  
slightly after a little use. It is a characteristic of that type of 
material. A  good shop will drive the vehicle a bit after installing new brakes 
(disc or  drum) and "warm them up" a few times before returning the car to the  
customer.
