<VV> GM bulk packaging?

Question are anyone who worked at GM back in the day. There is someone on ebay selling things as NOS. They show the correct number of the parts setting on top of a GM box.
When you read the description it says you don't get the packaging that the items came in GM bulk packaging. Trouble it most of what the have looks like you can get it as a repop.
I've never heard of nor seen bulk packaging. Anyone know for sure?
