<VV> PG woes

Before pulling the powertrain, pull the pan and see if the shift cable is
hooked to the belcrank.
I have seen a rare condition of a failed torque converter...

OK,
 I tried it and it didn't work. Put the used PG in the car and it does not
do anything. No LOW no DR no REV. I guess I'll have to pull the drivetrain
again and replace the bad one with one that I know works.

 Anybody have a suggestion of what can be wrong with the one that does not
work. 
YES, I did pull the pan and it was spotless and I did fill it with ATF.

 Only unusual thing is when I select Low, the dashboard selector doesn't
feel like it goes all the way to the bottom.
