Do you know for sure it was standard factory issue, and not a special commercial order?

I am aware of at least one exception to the comments in the FC section of Bob Marlow's comments.

What did affect the wheel color was the TWO-TONE. On all these models,
1961-65, if there was no two-tone, the wheels were black. If there was a
FACTORY two-tone, the wheels were the main body color.

The vehicle I have in mind is a red fire department van which had no stripe. It was all red from the factory - including the wheels.
