They were required as part of the 1967 change package. Federal requirement. 
 To my knowledge, the Feds have never made a retroactive requirement on car

1967 they became mandatory somewhere in the US, but (as  in most cases) 
older 
model cars are "grandfathered" to the rule - meaning  they do not have to 
comply.
