Ray,
According to all the Chevrolet information it was the carburetor that was  
restrictive and the muffler was an extremely low back pressure design. If 
you  are interested, it might be helpful to go back and read some of the early 
 1970s  car magazines where the Corvair free flowing turbo muffler set off 
a  frenzy in the industry and was copied by many muffler manufacturers. Even 
 today, turbo mufflers are reputed to be low back pressure and free  
flowing.

flowing unis will increase boost.  So does going to a  higher flow muffler

a stock turbo car increase or decrease boost?   (assume no other mods).
