Dennis is correct. On earlies the parking lights go out with the headlights
on.

If I remember right the headlights and front parking light are not on at the
same time on an early.  There is a tech tip in Tech Guide (not sure which
volume) on what wire to move on the light switch to make them both be on
when the headlights are on.
