<VV> Electrical problem

 Have 61 Lakewood with headlight problem. if I pull headlight switch to half position, parking lights and tail lights come on. If I pull headlight switch all the way out, tail lights still on. But, depending on high beam switch position, I either have headlights and parking lights both on or both off. Does this problem sound like a bad high beam switch, headlight switch, or wiring harness? Thanks
