Matt,

Your second picture does not show the power enrichment valve. At least 
not on my computer...

The first picture is GREAT! It shows the accelerator pump check valve 
(needle) and the holes that need to be cleaned when doing carb work.

Bill,  the PEV goes under the venturi cluster. That is the 4 prong 
object in the barrel of the carb held by two screws. The gasket does NOT 
cover it over, as that passage has to be open to work. The earlier cabs 
w/o the PEV had a one big hole venturi cluster gasket. This will block 
off the PEV and render it useless in function. The correct gasket for 
the PEV carbs has two big holes. If you forget the PEV, and use the 
correct two hole gasket, the carb will always be in power mode, i.e. too 
rich.
