I believe it is legal in MO. I mostly see it with a 5th wheel camper followed by
a bass boat. I'd hate to see what would happen with a blowout on the boat.

When I live in NM in the 90's it was legal. One of my colleges had to put
brakes on his pop-up tent trailer so he could tow his jet ski behind it.
The law said the first trailer had to have brakes.
I used to see two trailers in CA now and then. They all had out of state
plates. Now that I think about it I haven't seen one in years.

Yes we found out about two hours from Allen's house that this was totally
illegal! Funny thing is we were passed by more than a few police local and
state and not one of them pulled us over. They were probably thinking we
were too plain crazy to pull over! They are probably right!
