<VV> no shifting to second gear

Not sure I understand the problem. Do you mean that when it 'shifts', it
goes into neutral, and the engine races?
This is usually due to a bad clutch pack, or a stuck clutch apply piston.

Failure to shift out of LOW into HIGH, is usually a broken E clip on the TV
valve.

The Powerglide doesn't shift to second gear, or maybe it does, but gives no
traction to the wheels.

Car sat for over 35 years, motor running fine, new transmission oil.

Any ideas?
