<VV> Replacement of fuel pump eccentric

The fuel pump eccentric in my 63 Monza 900 80 hp 3-speed has worn down  
to the extent that it no longer provides enough pump action to keep  
the carbs adequately supplied. I have two questions:

1. Is it possible to replace the eccentric without pulling the motor  
completely out of the car? I could probably figure this out by  
studying the geometry of things, but I suspect some of you know the  
answer offhand.

2. Would I save myself a lot of effort by replacing the stock fuel  
pump with an electric pump? If so, can you recommend a pump that would  
be reliable but not cost an arm and leg? Also, is it mandatory that an  
electric pump has to be installed at the tank? I'd prefer to mount one  
in the engine compartment if that's workable.
