<VV> Excessive blowby after sitting all winter

Guys,
One of the club members 64 - after sitting all winter in a heated garage - is pumping oil up the dipstick tube.  My thought is it got some flash rust on the cylinders; or has some sticky rings.  Oil level is not too high; orifice in balance tube is clear; I'm guessing engine sounds normal.

Anybody have any ideas / recommendations?
