<VV> mystery part / Condensor

It does have a short black wire on the end.  I figured this was an easy one.  I can get a picture if need be.  

So it sounds like it is what I suspected, now exactly where does it go and is there a way I can test it with the multimeter?

Just look at your other Vair..  on the Coil...  NEG.  side.  It screws to the Coil's bracket
