<VV> mystery part

Today while working on one of the Vairs I happened accross a wire lead with
a gizmo on it that resembles an in-line fuse.  It is a black cylinder a
little over an inch long and maybe 3/8 diameter that came off the 65' (which
is still apart).  My memory says this thing was in the harness right around
(very possibly connected to) the coil but there isn't one on my 66'.  Can
anyone tell me exactly what it is, where it goes, and how to check if it is
good (I have a good multimeter)?  I have a sneaky suspicion this might have
something to do with the feedback loop type sound I had in my stereo last
year.
