Flat towing a PG vair is theoretically fine.  The PG design allows for it
(can't remember the terminology to give details, it is pump related) and it
has been done over long distances repeatedly by club members without any
problems.  On the other hand there is never any guarantee that things will
work as intended (especially on an old machine) so there is always a little
risk involved.
