The only real life advantage of the inertia wheel over that of the harmonic balancer is that they never fail. (Only the crankshafts failed).

To upgrade things that are not performing to corporate standards. The first reason is exercised far more than the latter. I am sure there will be nobody on this venue that will claim the inertia wheel / pulley is an improvement over the dampener nor will anyone claim the dampener is less expensive to manufacture.
