As I am no longer employed in GM Engineering I no longer have ready access to the SAE papers so I will take your word for it. And we have seen more broken early cranks than late. That would be as expected because there were far more early models produced.

Granted I am not an authority but, I have been through the process enough times and I have been around long enough to know there are two primary reason for changes: 1. To make things cheaper and 2. To upgrade things that are not performing to corporate standards. The first reason is exercised far more than the latter. I am sure there will be nobody on this venue that will claim the inertia wheel / pulley is an improvement over the dampener nor will anyone claim the dampener is less expensive to manufacture.
