It has been suggested there is a magical point of 4300 in the RPM range where the harmonic balancer 
becomes effective.

Where did you read that?   I said "Approx."    The engineering papers state a range....that I don't recall exactly...


Why did GM  NOT  install an HB  on stick  95 hp engines?


IF the  problem exists thru the complete  normal RPM ranges???


 The were so $#%$^ smart you know!! ggg
