We see a lot of that in the tooling industry. Initially time is much more important than getting something exactly right because there is so much going on 'down stream' that is dependent on getting it done now. If corrections / improvements / repairs are needed they can usually be taken care of 'off line' at a later date. Many times over the years I have used an old part on a car I am repairing so I can finish the job while waiting for the new part to be delivered. Not too good an idea if the part in question is a Corvair Camshaft.
