<VV> Hazard Lights on 67 Monza Convertible

I have no information on the Hazard flashers, but I'm guessing (based on 
Seth's description) that the flasher itself might not be the standard one 
that would only be flashing two bulbs at the same time.  It might be one 
designed for a variable load (since it would have to flash 4 bulbs 
simultaneously), but would still plug into the same socket.  It might be 
worth checking into that possibility.
