Re: lockouts on late 1965 and newer 140 secondary carbs. These locks were supposedly installed to eliminate owner complaints that occurred when they put their foot in it before the engine was warmed up (bog or quit when the secondary carbs opened). The springs were installed to keep a gorilla foot from bending the linkage by trying to over come the locks. Tube-like spacers replaced the springs in the last years. As mentioned previously, the locks are released when the primary carb chokes are warm and open. The adjustment and maintenance of the springs is important to insure that all 4 carbs hit WOT at the same time.
