<VV> Powerglide Transmission Shifting Issues

I finally got my daughter's '61 on the road after sitting for a year. I put
in a new 95 HP engine with the PG/diff that were in the car before (and
working fine). It took a few test drives around the neighborhood with
adding ATF between before I got the level up to full. During those drives,
I couldn't get the tranny to shift out of Low. Now, with the level at full,
it takes a high speed and backing off on the throttle before it shifts and
when it does, it's like it's back in Neutral (slipping) unless I give it
more throttle when it seems to engage but still doesn't sound/feel right.

Any idea what I should be checking/adjusting?
