there are rules which require owners to retrofit for PCV but that is not
the case in most of the rest of the States.

It was the 1961 model year, by the way, for the PCVs. And hardly a "wacko"
idea. California had smog problems that didn't appear in other areas of the
country until later (Choke!, Houston?) And we addressed them with those
standards. Here in "loony toon" land there are currently no rules that
require retrofit of any smog control device. The air is much cleaner than 30
years ago. You can't argue with success.
