Tim's also got a point.
The rubber on the inside of the brake hoses can deteriorate, and small 
pieces of the hose can get into the cylinders and jam them up.  Especially 
if the car has sat for a long time, or even if the hoses are new, but the 
car sits a lot (used only for shows, parades, etc).
