Hi Bob,

You need to specify what organization is sponsoring said concours.  If it's a CORSA concours, the answer is there's no deduction, nor has there been.  The only effect of shoulder belts (installed as factory or otherwise) would be to move the car into a different class.  Points are only deducted based on the quality of the work.
