<VV> BoD has deaf ears? Scared?/ NO WAY

Past BoD have picked a direction, the direction of not requiring 100%  
membership. It's just that that direction is questioned every year or so. After  
the BoD makes a different decision, will that also be questioned?
 
A change to the By-Laws is something that is closer to being written in  
stone. However the non-100% membership is currently in the By-Laws so I guess  
that doesn't quite make it better either.
