Frank,

You are right, it does not really matter which order.  But, I find that if I 
drain the pan and then remove the filter, the flow from the pan increases 
once the seal at the filter is loose.  This happens even if I have removed 
the filler cap.  So, now you have TWO reasons to remove the filter first.
