This isn't correct. 
While 14.7 is a theoretical ideal, Idle usually needs to be richer because  
of the cam overlap diluting the mixture.  And anytime that power is  
required the ratio must get richer to develop that power. It takes more fuel to  
get more power. Finally at moderate speeds and very light engine loads, the  
mixture can be leaner than 14.7 for max economy.
