If you're using a tapered sleeve compressor, it needs to match the 
bore. The ones which have a gap and are springy have more forgiveness, 
but whatever you use, the rings need to be fully compressed to the bore 
size or smaller, or the pistons won't go in.

Will only be EXACTLY the right size if the sacrificed cylinder has the
same bore as the others...  if target cylinder is standard, and the
"tool" comes from a .060 cylinder, might not work because it won't
compress the rings enough...  or am I thinking funny??
