<VV> turbo smoke if gas

those symptoms point towards too low idle or too much fuel at idle to go  
past lower swirl of turbo intake side.
a vacuum leak at heads or coupling can cause this. carb issues can cause  
this , choke housing leak at bowl, loose base bolt and screws  etc. how  much 
shows on vac gauge when at idle ?
will turbo spin up on the road ok(show good pressure on gauge)?
is it using oil?   does exhaust smell of oil  or  gas?   finger in tailpipe 
 bring out carbon soot or soft muddy  oily stuff?
