When I had a '65 and (later) a '68 stripped and repainted the same question 
 came up.  The two assumptions the body/paint man and I made were that the  
black mastic either/or helped hold the hinge during assembly and limited 
rust at  the stressed mating surface between the hinge and body.  Think I'll 
double  check the Fisher Body manual tonight.  I'll let you know if there is 
an  explanation there.
