Yes. I'm reasonably sure. I tried once to order a California-spec car. but the factory wouldn't accept the order. not even if it was drop-shipped to a California dealer.

Mark, 
Are you sure about this? The AIR was listed as an option and I can't see  
what would have prevented someone from ordering that option outside of Calif. 
 Since it was just an option what would have prevented ordering this option 
from  any location?
