<VV> Fuel Pump Return Needle?

Anyway, I have a new one from Clarks, but I'm wondering if anyone knows what 
this little brass thingy does?  Could it cause a rough idle?

Put it in.. it stops the fuel from being drawn out when not in use... bad mileage..and possibly an over rich idle..
