I agree. If the RF brake line is in the clips above the tank, then the tank
had to be out to replace it. So, if the J bolt is already rusted, it is
cheap insurance to replace the brake line at this time, as it already has
been there a while.

If he broke the J hook, the tank has NOT been down recently and he should
go 
ahead and replace that RF brake line no matter HOW shiny it looks on the 
OUTSIDE.
