<VV> Unique fan belt keeper-oner

When I was a teenager back in the 60's,  a friend of mine had a Corvair and his had that on it.  I do not remember the name of it nor where he got it, but I saw one back then and have not seen one since until now.

Look at the photo of the engine. See the unique device that appears to  
be some type of roller that acts like an idler to keep the belt on?  
Pretty interesting.
