Most definitely a scam attempt. Noone has any need for that info. You have some kind of spyware infection on your machine - I'm assuming Windows and Internet Explorer?
Assume that your ebay ID and password is now in the hands of scammers - change your password to something secure RIGHT NOW even if you're reading this in the bathroom.
Malwarebytes Anti-Malware is one of the best free scanners right now and may detect/cure whatever is ailing your machine.

In the last few days I have tried to "ask a question" about some parts
on eBay and, after the usual "sign-in" process, a screen pops up wanting
my social security number and credit card information. Is this a scam
or what? I don't see why eBay would need this info to let me ask a
question about something for sale. As long as I have a valid name and
password that should be enough. Have others had the same situation?
