<VV> Cold Weather Fuel Mileage

My 2005 VW Passat 1.8T Wagon instant fuel mileage at 70, on flat highway is usually around 32-35mpg in the summer.  When its cold (say less then 15 degrees F), it is usually around 28mpg.  BUT - I also am running 15" Steelies with Blizzaks in the winter, Vs. 16" Aluminum with 205/50-16.
