OK, but he didn't seem to be in a 'motivating' mod according to what he said.
Kind of hard to psychoanalyze the guy after the fact, but if I were to project what I like to think I would do, it would be something a little more helpful, like doing the next block and coming back to this one later.
I've been on both sides and seen both kinds.
I like the stories I hear on this list, when someone has a problem (like the Ultravan owner who broke down in Kentucky on his way to Florida if I remember correctly ? or another whose Spyder broke down) and someone on this list finds the part they need, gets in their car and helps the guy out of a jam. That's the kind of story that helps get over the guy in your story.
You never know what motivates, or fails to motivate, people, I think our groups has higher standards and kind of (unrealistically) expects others to live up to those standards.
It's nice when they do though.
You did learn to slow down in the snow though didn't you ? Good thing it was a 'one car' incident, so you got lucky there !

Doesn't really matter that he's "doing his job" - there are ways to work
within a job description (unions do it all the time when they work "by the
rule book" so where was this guys imagination or maybe he didn't want to be
there either ?
You could look at it that way - Or you could say he was offering "Motivation!" - And it worked!
