Tell them it was OEM.  We had a club member when I lived in Albuquerque who
bought a very original, very low mileage 62 4 door.  It didn't have seat
belt or a left side rear view mirror.  It was perfectly legal to drive that
car.  I didn't smart, I said legal.  He sold the car to another friend in
Colorado Springs and it now has both!

By the way, what is this state inspection thingy?

This could be an issue for some.  Here in New Jersey, a gear indicator 
for automatic transmissions is required for State inspection.  Check 
your local requirements.
